In the Addresses Congress fad, various characters, usually YTMND fad characters, are edited in onto a podium in the U.S. Senate. Normally the character's speech is intended to relate to politics, or just be a generic insult to play fun at how horribly Congress has been doing recently. (for example, Chunk saying "I said there was gonna be trouble, but you didn't listen! You guys are crazy!", possibly alluding to the Hurricane Katrina incident). Said YTMND, "Chunk Addresses Congress" by KingCrimson, was the actual kickstart of the fad, and no longer exists - disappearing with KingCrimson when he was deleted (a new KingCrimson has since registered but has not voted or made a site).

The sound clip generally gets a ~200ms long echo effect, equivalent to a ~30 meter wide hall. It also often has sounds of appaluse and booing added, but sometimes Congress's silence reflects the fact that none of them can make a decent rebuttal.
