Outrageous is a fad involving pictures of people dressed in the manner of the cartoon character Jem, sparkling, and often wearing star-shaped sunglasses. Most of these have rainbow text declaring the image as "OUTRAGEOUS!" and are set to Freezepop's cover of the Jem theme song.
