History
In the Addresses Congress fad, various characters (usually YTMND fad subjects) are edited onto a podium in the U.S. Senate. Normally, the character's speech is intended to relate to politics, or simply be a generic insult to play fun at how horribly Congress has been doing recently.
The fad started with the YTMND Chunk Address Congress, which included the line, "I said there was gonna be trouble, but you didn't listen! You guys are crazy!" as said by Chunk from The Goonies. The site, made by YTMND user KingCrimson, started the fad, but unfortunately no longer exists since KingCrimson's user was deleted (a new KingCrimson has since registered, but has yet to vote or make a site).
The sound clip generally features an echo effect to simulate speaking in a large hall. It often has sounds of appaluse and/or booing added, though sometimes Congress's silence reflects the fact that none of them can make a decent rebuttal.
