Milhouse is not a meme. He is, however, a fad.
Origins
The very first Milhouse site on YTMND was Milhouse fails at friendship, which used the fail horns as its sound. More than six months later, the same user (Dirtclaw) uploaded the image again, this time using the song 'Just a Friend' by Biz Markie.
The fad is based on a GIF of Milhouse, a character from The Simpsons, playing frisbee by himself in the park; spinoffs will edit the original to make it appear as though Milhouse is summoning demons or practicing telekinesis. The song typically used is from the classic horror film "Pyscho".
